Waimakariri Flood Protection

Purpose

This application seeks resource consent to enable the applicant (the Canterbury Regional Council, otherwise known as Environment Canterbury or ECan) to carry out flood protection works for the protection of Christchurch City, Selwyn and Waimakariri Districts’ residents from the effects of a significant flood in the Waimakariri River. Essentially these works consist of:

  • The construction of new secondary stopbank on the former south bank of the old Southern Branch of the Waimakariri River
  • The construction of a secondary stopbank at Halkett
  • The reconstruction or upgrading of existing sections of the secondary and primary stopbanks which are below the desired design standard
  • The upgrading of stopbanks on the north bank to accommodate the large (6,500 cumec) flood event including buttressing where required
  • The construction of a realigned section of the stopbank on the northern (true left) bank of the Waimakariri River
  • The construction of additional rock lining.

CRC073096 - to dam and divert flood waters from the Waimakariri River, and return the flood waters into the Waimakariri River at the Otukaikino River confluence, in the event of a failure or overtopping of the primary stopbank, between map references NZMS260 M35:5520-4710 to M35:8640-5740.

CRC073097 - to discharge sediment to water, in association with the works and the discharge of contaminants from diverted flood flows in the event of a failure of the primary system.

CRC073098 - to use land and disturb the bed of the Waimakariri River for the purpose of upgrading and extending rock protection works.

The applicant has requested a term of 35 years for all the above applications.
