The Christchurch City Council (CCC) has applied to discharge water and contaminants to land and water where the discharge is associated with all current and future stormwater, as reflected in the Integrated Catchment Management Plan (ICMP) for the South-West area of Christchurch (‘the project area’).
The Christchurch City Council (CCC) has applied to discharge water and contaminants to land and water where the discharge is associated with all current and future stormwater, as reflected in the Integrated Catchment Management Plan (ICMP) for the South-West area of Christchurch (‘the project area’).
The CCC is undertaking Area Planning within Christchurch to manage the effects of land use change and development. The South-West Area Plan (SWAP) is the first example of this, as is the ICMP for South-West Christchurch and associated stormwater discharge permit application.
The ICMP project area consists of a total of 7,975 hectares, and includes the upper Heathcote River, Cashmere Stream and the Halswell River sub catchments of Knights and Nottingham Streams. The ICMP project area is within the Christchurch Groundwater Protection Zones 1, 2 and 3. These groundwater zones are described in Variation 6 to the proposed Natural Resources Regional Plan, Chapter 4 Water Quality.
The CCC has indicated that a hypothetical scenario (‘Scenario 2’), which reflects possible land use in 2024, has been chosen to form the basis of the ICMP.
Under the proposed ICMP mitigation (of stormwater effects) for land rezoned as part of the SWAP process will be implemented prior to development. Proposed retrofitting of existing development stormwater discharges is to be integrated with mitigation proposed for predicted land use changes for Scenario 2 and will only occur where those land use changes occur.
The application includes discharges during construction of development via best practice erosion and sediment control measures.
The application excludes all discharges of stormwater from industrial premises already consented or industrial premises that do not discharge to the CCC stormwater network.
