Environment Canterbury is responsible for controlling the use of land for the purpose of soil conservation and controlling land use for the purpose of maintaining or enhancing the quantity and quality of groundwater, surface water and coastal waters; and the maintenance and enhancement of aquatic ecosystems (Resource Management Act 1991). Environment Canterbury may develop regional parks (Local Government Act 2002). Environment Canterbury is the lead agency for this work and works in collaboration with land holders, industry groups, territorial authorities and other agencies.
