The Regional Policy Statement Proposed Change 1 addresses land use and urban growth management in Greater Christchurch for the next 35 years and provides statutory backing for the Greater Christchurch Urban Development Strategy.
The Proposed Change includes maps defining areas for development and applies to Christchurch City (including the Lyttelton Harbour basin but excluding eastern Banks Peninsula) and the eastern parts of Waimakariri and Selwyn Districts.
The Urban Development Strategy is the result of a collaborative approach to urban growth management being pursued by Environment Canterbury, the Christchurch City Council, Selwyn and Waimakariri District Councils, and the New Zealand Transport Agency. Environment Canterbury worked closely with its Urban Development Strategy partners to put together the Proposed Change 1 and it had broad stakeholder input.
External commissioners, Ron Crosby, Alan Withy and Sylvia Allan were appointed by Environment Canterbury and heard diverse views about the desired future for Greater Christchurch over the 4 months to early September. Their recommendations were presented to Environment Canterbury.
On December 10 2009, Environment Canterbury accepted their recommendations as its decisions on submissions and further submissions on Proposed Change 1 to the RPS.
Variations No. 1 to No. 4
Since Change No.1 was notified in July 2007, 4 variations have been notified which propose amendments to Change 1. These variations establish new urban limits for Rolleston, Kaiapoi and Woodend and amend urban limits for Christchurch City following the incorporation of a revised air noise contour for Christchurch International Airport.

Additions and Corrections to the Summary of Decisions Requested
Three submissions received by Environment Canterbury on Proposed Change No.1 either were omitted or incorrectly described in the Summary of Decisions Requested notified on 23 February 2008. The submissions are:

Correction to the Summary of Decisions Requested for Submission 236
The Christchurch International Airport submission on Proposed Change No.1 was incorrectly described in the Summary of Decisions Requested, as notified on 23 February 2008. The document was amended to include a withdrawal in part of the submitters decision requested on aerial extent of the air noise contour, and then renotified.
