Currently the cost of all consent adminstration and supervision is recovered through a margin on the monitoring hourly charge out rate used to calculate fixed and additional charges
This margin covers the cost of reviewing and interperting regulations, maintaining and managing databases and files, and providing consent information and guidance for all consents. As only some consents are monitored each year the costs are not bourne equitably among consent holders.
A siginificant irritation to many consent holders and a barrier to effective two-way communication , are charges that arise when consent holders talk to staff about resource consents that are fully complying, which can be initiated by either party, either on site or over the phone.
Environment Canterbury is keen to find a charging structure that fosters improved communication between Resource Consent holders and compliance staff.
